<p style="text-align: left;">We in the organizations defending human rights in Syria are extending our heartfelt condolences to the families of the victims -- the dead, with our wishes for a speedy recovery to the wounded, we condemn the continued cycle of violence in Syria, whatever the sources of this violence, its forms or justification, which is a blatant violation of the right to life.</p>
<p>We also condemn and strongly denounce the continued arbitrary arrest against the Syrian citizens and express our deep concern over their fate and some of them were named in the context of this statement, We also express our deep concern over the information of the arrest of the wounded from the hospitals and their fate is still unknown and the action of closure of some hospitals and the threatening of the crews.</p>
<p>We demand security services to stop the arbitrary arrests that take place outside the law and the use of severe torture on a large scale, which resulted in the loss of the lives of many of the detainees, which constitutes a flagrant violation of fundamental rights and freedoms guaranteed by the Syrian Constitution of 1973 and the obligations of Syria&#8217;s international human rights, as well as international law, which protects freedom of expression, as stated in the Universal Declaration of Human Rights issued by the United Nations in 1948 in articles (18-20-21), as well as what came in the International Covenant on Civil and Political Rights, in particular those contained in Articles (18) and (19) on the protection of freedom of thought and expression</p>
<p>The right to peaceful assembly is guaranteed and recognized by all international conventions as a sign of universal respect for human rights to express themselves as one of the most important aspect of correct political practices, as set out in Article (163) of the International Covenant on Civil and Political Rights, as well as in the Universal Declaration Human Rights in Article (3), and Article (12), that freedom of opinion and expression, protected by general international law and especially the international law of human rights which is obligatory  in international law of human rights, and may not be derogated from or be limited, as they are considered natural rights attach to human beings and shall not be violated, because it a general rule, so the violent repression of peaceful demonstrations requires the accountability of international crimes and leads to trial.</p>
<p>We in the organizations defending human rights in Syria declare our full support for the exercise of all Syrians rights of assembly and peaceful protest to express their legitimate demands and we see that these demands are right and just and on the Syrian government to move quickly to realize them.</p>
<p>We in the organizations defending human rights in Syria, we continue to emphasize the continuity and legitimacy of the demands that we have demanded from the Syrian government, in order to assume its full responsibilities and work to:</p>
<p>1 -- an immediate end to the cycle of violence, murder and bloodshed in the Syrians streets, whatever the sources of this violence, whatever its forms and justifications.</p>
<p>2 -- Take a decision promptly and effectively to restore the army to natural place by lifting of the siege on cities and towns, let army play the role of neutrality in face of the internal political differences, return army to the barracks to perform its job of protecting the homeland and the people and to warrant the unity of the country.</p>
<p>3 -- Lift off the hands of security forces from intervening in the citizens’ daily lives by the bringing to an end the prosecution of citizens, intellectuals and activists, and by allowing human rights organizations to operate effectively.</p>
<p>4 – To construct judicial commission of inquiry, independent and impartial, fair and transparent with the participation of representatives of organizations advocating human rights in Syria, this commission will investigate violent practices and those responsible for the casualties (dead and injured), whether governmental or non-government, and bring them to justice and hold them accountable.</p>
<p>5 -- To take necessary and effective measures to ensure the implementation of the right of peaceful assembly practices.</p>
<p>6 – To have all places of detention and arrest of all security agencies under the direct supervision of the judicial scrutiny and to look immediately in the complaints of torture practiced against the detainees and to allow the lawyers to contact their clients in all detention centers</p>
<p>7 – Ending the political arrests and the release all political prisoners and prisoners of opinion and conscience, and all were arrested because of their participation in peaceful gatherings conducted in different Syrian cities, unless he is charged with a recognizably criminal offense and brought to trial promptly meeting the criteria of a fair trial<br />
8 -- The immediate disclosure of the fate of missing.</p>
<p>9 -- To ensure basic civil rights and human rights in Syria, through activation of the decree which canceled the state of emergency and martial law.</p>
<p>10 -- The immediate cessation of all practices of the attack on peaceful demonstrators and innocent citizens, committed by the so-called (the People&#8217;s Committees), or (what is known Shabeeha), given that the behavioral of these elements, is outside the law which requires a referral to the judiciary and hold them accountable, and in holding all their supporters and funders of their activities, as responsible in the exercise of violence, and is legally unlicensed.</p>
<p>11 -- To stop the Syrian authorities of their practices of oppressive treatment and excessive use of force, which contributed to increasing deterioration of the situation and led to poverty and deepened the crisis of communities, these practice did not contribute to calm the general atmosphere and did not allow to find the right solutions with the participation of the Syrians of different affiliations and aspirations, these desired solutions would be a real guarantees to maintain the unity of the Syrian society and to ensure a secure democratic future for all its citizens equally, without any exception.</p>

<p style="text-align: left;">• On 1 \ 9 \ 2011, a group of Shabeeha( thugs)  had beaten the young Mustafa Mahmoud (son of Mohammed) and kidnapped him to an unknown destination after he was shot, terrorizing a group of young people who had met to demonstrate.</p>
<p style="text-align: left;">We in the organizations defending human rights in Syria are extending our heartfelt condolences to the families of the victims -- the dead, with our wishes for a speedy recovery to the wounded, we condemn the continued cycle of violence in Syria, whatever the sources of this violence, its forms or justification, which is a blatant violation of the right to life.</p>
<p>We also condemn and strongly denounce the continued arbitrary arrest against the Syrian citizens and express our deep concern over their fate and some of them were named in the context of this statement, We also express our deep concern over the information of the arrest of the wounded from the hospitals and their fate is still unknown and the action of closure of some hospitals and the threatening of the crews.</p>
<p>We demand security services to stop the arbitrary arrests that take place outside the law and the use of severe torture on a large scale, which resulted in the loss of the lives of many of the detainees, which constitutes a flagrant violation of fundamental rights and freedoms guaranteed by the Syrian Constitution of 1973 and the obligations of Syria&#8217;s international human rights, as well as international law, which protects freedom of expression, as stated in the Universal Declaration of Human Rights issued by the United Nations in 1948 in articles (18-20-21), as well as what came in the International Covenant on Civil and Political Rights, in particular those contained in Articles (18) and (19) on the protection of freedom of thought and expression</p>
<p>The right to peaceful assembly is guaranteed and recognized by all international conventions as a sign of universal respect for human rights to express themselves as one of the most important aspect of correct political practices, as set out in Article (163) of the International Covenant on Civil and Political Rights, as well as in the Universal Declaration Human Rights in Article (3), and Article (12), that freedom of opinion and expression, protected by general international law and especially the international law of human rights which is obligatory  in international law of human rights, and may not be derogated from or be limited, as they are considered natural rights attach to human beings and shall not be violated, because it a general rule, so the violent repression of peaceful demonstrations requires the accountability of international crimes and leads to trial.</p>
<p>We in the organizations defending human rights in Syria declare our full support for the exercise of all Syrians rights of assembly and peaceful protest to express their legitimate demands and we see that these demands are right and just and on the Syrian government to move quickly to realize them.</p>
<p>We in the organizations defending human rights in Syria, we continue to emphasize the continuity and legitimacy of the demands that we have demanded from the Syrian government, in order to assume its full responsibilities and work to:</p>
<p>1 -- an immediate end to the cycle of violence, murder and bloodshed in the Syrians streets, whatever the sources of this violence, whatever its forms and justifications.</p>
<p>2 -- Take a decision promptly and effectively to restore the army to natural place by lifting of the siege on cities and towns, let army play the role of neutrality in face of the internal political differences, return army to the barracks to perform its job of protecting the homeland and the people and to warrant the unity of the country.</p>
<p>3 -- Lift off the hands of security forces from intervening in the citizens’ daily lives by the bringing to an end the prosecution of citizens, intellectuals and activists, and by allowing human rights organizations to operate effectively.</p>
<p>4 – To construct judicial commission of inquiry, independent and impartial, fair and transparent with the participation of representatives of organizations advocating human rights in Syria, this commission will investigate violent practices and those responsible for the casualties (dead and injured), whether governmental or non-government, and bring them to justice and hold them accountable.</p>
<p>5 -- To take necessary and effective measures to ensure the implementation of the right of peaceful assembly practices.</p>
<p>6 – To have all places of detention and arrest of all security agencies under the direct supervision of the judicial scrutiny and to look immediately in the complaints of torture practiced against the detainees and to allow the lawyers to contact their clients in all detention centers</p>
<p>7 – Ending the political arrests and the release all political prisoners and prisoners of opinion and conscience, and all were arrested because of their participation in peaceful gatherings conducted in different Syrian cities, unless he is charged with a recognizably criminal offense and brought to trial promptly meeting the criteria of a fair trial</p>
<p>8 -- The immediate disclosure of the fate of missing.</p>
<p>9 -- To ensure basic civil rights and human rights in Syria, through activation of the decree which canceled the state of emergency and martial law.</p>
<p>10 -- The immediate cessation of all practices of the attack on peaceful demonstrators and innocent citizens, committed by the so-called (the People&#8217;s Committees), or (what is known Shabeeha), given that the behavioral of these elements, is outside the law which requires a referral to the judiciary and hold them accountable, and in holding all their supporters and funders of their activities, as responsible in the exercise of violence, and is legally unlicensed.</p>
<p>11 -- To stop the Syrian authorities of their practices of oppressive treatment and excessive use of force, which contributed to increasing deterioration of the situation and led to poverty and deepened the crisis of communities, these practice did not contribute to calm the general atmosphere and did not allow to find the right solutions with the participation of the Syrians of different affiliations and aspirations, these desired solutions would be a real guarantees to maintain the unity of the Syrian society and to ensure a secure democratic future for all its citizens equally, without any exception.</p>

The campaign of arrests affected the youth of Hama and we have known  the following names:</p>
<p style="text-align: left;">1 -- Anas Abdul Razzaq Hamadamad.<br />
2 – Also, a young man Hazem Alazem was arrested on his way back to Hama from Mashta Helou area, by the military security.<br />
3 -- Also arrested Nour Barazi, a young man from the province of Hama, a resident of Latakia, he was arrested while he was in the area of Kasab since a week and no news about him since that time.</p>
<p>The provinces of Hama and most Syrian provinces affected by a campaign of raids on the morning of 23/08/2011, a patrol of the Syrian security raided the family home in the neighborhood of Alkosour in Hama to search for a young man who had spoken, as an eyewitness, to one of TV channels via satellite telephone.</p>

In a similar context: it was reported punitive action against some lawyers in the branch of the Bar Association of Hassakeh:</p>
<p style="text-align: left;">· On 08.23.2011 the President of the Bar Association of Hassakeh conducted a questioning of the human rights activist lawyer, Mr. Faisal Badr the spokesman for the committee&#8217;s lawyers of Syria for freedom, and that based on a fax from the President of the Bar in Syria, in connection with his testimonial to Al Arabiya television on the same day of the sit-in which called for by the Syrian Lawyers Commission for freedom.</p>
<p style="text-align: left;">• On Sunday, 08/28/2011 a meeting held for the a branch of Council of the Bar Association, Hassakeh, as a disciplinary board, held a hearing for his conduct as of the case number (11) for 2011 against the lawyer, Mr. Fadel Muhammad under Council resolution Branch Bar Hassakeh No. (11) Date 19.4.2011 under articles (78, 85, 87 and 88) of the law regulating the legal profession, No. (30) for 2011 and materials (77, 107, 108, 110, 113 and 114) of the Rules of Procedure of the Bar Association. The hearing was postponed the conduct case for a day of 09/18/2011 and that to give the lawyer Mohamed Fadel a proper time to look at the dossier and make his defense. The conduct lawsuit was raised against the lawyer as a disciplinary action against Fadel Mcharknh only because of his participation of the peaceful demonstrations.</p>
<p>• On 27 \ 8 \ 2011 about sixteen lawyers announced hunger strike to protest the arrest late last week on charges of sit-in organized by the Bar of the City Reqqa on 22.08.2011 at the lobby of the Palace of Justice in solidarity with the movement of peaceful protest in Syria and resulted in the arrested of more than 22 lawyers.</p>
<p>We in the organizations defending human rights in Syria are extending our heartfelt condolences to the families of the victims -- the dead, with our wishes for a speedy recovery to the wounded, we condemn the continued cycle of violence in Syria, whatever the sources of this violence, its forms or justification, which is a blatant violation of the right to life.</p>
<p>We also condemn and strongly denounce the continued arbitrary arrest against the Syrian citizens and express our deep concern over their fate and some of them were named in the context of this statement, We also express our deep concern over the information of the arrest of the wounded from the hospitals and their fate is still unknown and the action of closure of some hospitals and the threatening of the crews.</p>
<p>We demand security services to stop the arbitrary arrests that take place outside the law and the use of severe torture on a large scale, which resulted in the loss of the lives of many of the detainees. That practice constitutes a flagrant violation of fundamental rights and freedoms guaranteed by the Syrian Constitution of 1973 and the obligations of Syria&#8217;s international human rights, as well as international law, which protects freedom of expression, as stated in the Universal Declaration of Human Rights issued by the United Nations in 1948 in articles (18-20-21), as well as what came in the International Covenant on Civil and Political Rights, in particular those contained in Articles (18) and (19) on the protection of freedom of thought and expression.</p>
<p>The right to peaceful assembly is guaranteed and recognized by all international conventions as a sign of universal respect for human rights to express themselves as one of the most important aspect of correct political practices, as set out in Article (163) of the International Covenant on Civil and Political Rights, as well as in the Universal Declaration Human Rights in Article (3), and Article (12), that freedom of opinion and expression, protected by general international law and especially the international law of human rights which is obligatory  in international law of human rights, and may not be derogated from or be limited, as they are considered natural rights attach to human beings and shall not be violated, because it a general rule, so the violent repression of peaceful demonstrations requires the accountability of international crimes and leads to trial.</p>
<p>We in the organizations defending human rights in Syria declare our full support for the exercise of all Syrians rights of assembly and peaceful protest to express their legitimate demands and we see that these demands are right and just and on the Syrian government to move quickly to realize them.</p>
<p>We in the organizations defending human rights in Syria, we continue to emphasize the continuity and legitimacy of the demands that we have demanded from the Syrian government, in order to assume its full responsibilities and work to:</p>
<p>1 -- an immediate end to the cycle of violence, murder and bloodshed in the Syrians streets, whatever the sources of this violence, whatever its forms and justifications.</p>
<p>2 -- Take a decision promptly and effectively to restore the army to natural place by lifting of the siege on cities and towns, let army play the role of neutrality in face of the internal political differences, return army to the barracks to perform its job of protecting the homeland and the people and to warrant the unity of the country.</p>
<p>3 -- Lift off the hands of security forces from intervening in the citizens’ daily lives by the bringing to an end the prosecution of citizens, intellectuals and activists, and by allowing human rights organizations to operate effectively.</p>
<p>4 – To construct judicial commission of inquiry, independent and impartial, fair and transparent with the participation of representatives of organizations advocating human rights in Syria, this commission will investigate violent practices and those responsible for the casualties (dead and injured), whether governmental or non-government, and bring them to justice and hold them accountable.</p>
<p>5 -- To take necessary and effective measures to ensure the implementation of the right of peaceful assembly practices.</p>
<p>6 – To have all places of detention and arrest of all security agencies under the direct supervision of the judicial scrutiny and to look immediately in the complaints of torture practiced against the detainees and to allow the lawyers to contact their clients in all detention centers</p>
<p>7 – Ending the political arrests and the release all political prisoners and prisoners of opinion and conscience, and all were arrested because of their participation in peaceful gatherings conducted in different Syrian cities, unless he is charged with a recognizably criminal offense and brought to trial promptly meeting the criteria of a fair trial</p>
<p>8 -- The immediate disclosure of the fate of missing</p>
<p>9 -- To ensure basic civil rights and human rights in Syria, through activation of the decree which canceled a state of emergency and martial law.</p>
<p>10 -- The immediate cessation of all practices of the attack on peaceful demonstrators and innocent citizens, committed by the so-called (the People&#8217;s Committees), or (what is known Shabeeha), given that the behavioral of these elements, is outside the law which requires a referral to the judiciary and hold them accountable, and in holding all their supporters and funders of their activities, as responsible in the exercise of violence, and is legally unlicensed.</p>
<p>11 -- To stop the Syrian authorities of their practices of oppressive treatment and excessive use of force, which contributed to increasing deterioration of the situation and led to poverty and deepened the crisis of communities, these practice did not contribute to calm the general atmosphere and did not allow to find the right solutions with the participation of the Syrians of different affiliations and aspirations, these desired solutions would be a real guarantees to maintain the unity of the Syrian society and to ensure a secure democratic future for all its citizens equally, without any exception.</p>

<p style="text-align: left;">After carrying out a protest of solidarity supporting the Syrian cities today on 22 \ 8 \ 2011 in front of the lawyers syndicate, and raised the slogans of national and democracy:</p>
<p style="text-align: left;"><strong> </strong></p>
<p style="text-align: left;"><strong>We are all with Syria and the Syrian People&#8217;s Revolution</strong></p>
<p style="text-align: left;">&nbsp;</p>
<p style="text-align: left;">After the protesters entering the lobby of lawyers syndicate, the Syrian security forces arrested and assaulted the above mentioned layers.</p>
<p style="text-align: left;">&nbsp;</p>
<p style="text-align: left;">&nbsp;</p>
<p style="text-align: left;">We are in the organizations defending human rights in Syria, condemn and strongly denounce the arrest of lawyers in Al Rakka city, and we express our deep concern for what happened to them, and we demand their immediate release, without limitation or condition. We also condemn the continuation of the security services practice of illegal arbitrary arrest on a large scale , against the Syrian reluctants, pro-democracy and human rights, pursuant to a state of emergency and martial law declared in the country since 1963, which constitutes a flagrant violation of fundamental freedoms and the Constitution of Syria.</p>
<p style="text-align: left;">&nbsp;</p>
<p style="text-align: left;">We also see the continuous detention of lawyers, in Al Rakka city, and detained them un communicated for a long time, is considered a violation of Syria&#8217;s international obligations under the International Covenant on Civil and Political Rights, ratified on 12.04.1969 and was effective on 23.03.1976, specifically materials (9, 14, 19, 21 and 22) and the International Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, ratified by on 19.08.2004 and was effective on 18.9.2004 in the International Covenant Article (7), which provisions are absolute, and there is no exceptions allowed for the practice of torture.</p>
<p style="text-align: left;">It is also considered a material for deficient right under Article (4), and there is no crisis to justify deviation from the standards of this Article. Even the Convention Against Torture in Article (2) emphasizes the absolute nature of this provision &#8220;may not be invoked in any exceptional circumstances whatsoever, whether it was a state of war or threat of war, internal political instability or any of the other public emergency as a justification of torture &#8220;, means both Conventions impose on Syria&#8217;s obligations to prohibit torture, and not to use it under any circumstances. It also prohibits the use of statements extracted under torture or ill-treatment as evidence in any legal action against those who are exposed to such treatment. This procedure is also considered a clear violation of the Declaration for the Protection defenders for Human Rights  adopted and proclaimed for public by General Assembly Resolution (52/144) of 9 December \ December 1998, specifically in articles (1, 2, 3, 4 and 5).</p>
<p style="text-align: left;"><strong> </strong></p>
<p style="text-align: left;">We also hereby remind Syrian authorities that this procedure also collide with the recommendations of the Human Rights Committee Eighty- on its fourth session, July 2005 and in particular the sixth paragraph on non-compliance with the provisions of the International Covenant on civilization and politics during a state of emergency (article 4) and to ensure these rights, including the materials (9, 14, 19 and 22) and paragraph twelve of these recommendations which require the State party, (Syria) to immediately release all persons detained in connection with their activities in the field of human rights and put an end to all practices of harassment and intimidation against human rights defenders.  And to take urgent measures for the revision of all legislation that restricts the activities of human rights organizations, in particular legislation on the state of emergency should not be used as a pretext to suppress the activities aimed at promoting and protecting human rights.</p>

<p style="text-align: left;">Our colleague, Mr. Ghaleb Amer (Abu Nidal), was born in the province of Al-Sweida -- the city Shahba. He is one of the prominent names in political and human rights and one of the founding member of the Arab Organization for Human Rights in Syria and a former member of its Board of Directors.</p>
<p style="text-align: left;">On this painful and sad occasion, we as organizations defending human rights in Syria, and all human rights activists in Syria, we revolve our warmest heartfelt condolences to each of the deceased and his wife and children and the whole Al-Amer and his brothers and his colleagues and friends.</p>

<p>Being we are the Organizations defending human rights in Syria, we present our condolence for families of killed victims, hoping the prompt recovery of the wounded people, and we condemn the continuous violence spiral in Syria, whoever was behind this violence or any of  its forms or justifications which is considered Flagrant violations of the right to life.</p>
<p>&nbsp;</p>
<p>We also strongly condemn arbitrary detention against Syrian citizens, we also express our deep worry regarding information confirms arrests of the wounded people from hospitals whose fate is still unknown. In addition, to the closure of some hospitals and exposure of their staff to threats.</p>
<p>&nbsp;</p>
<p>We are demanding security forces to stop illegal arbitrary detention, and the use of sever torture on large scale which claimed the lives of many of the detainees, which constitutes a flagrant violations of fundamental rights and freedoms guaranteed by the Syrian Constitution of 1973 and Syria&#8217;s international commitments on human rights.</p>

<p>We in the organizations defending human rights in Syria, we declare our full support for the exercise of all Syrians right of assembly and peaceful protest and express their legitimate demands and see that these demands is right and just and on the Syrian government to move quickly to implement them</p>

<p>We in the organizations defending human rights in Syria, we call on the Syrian authorities to  bear the full responsibility to take urgent and effective measures to:</p>
<p>&nbsp;</p>
<p>1 -- An immediate end to the cycle of violence, murder and bloodshed in the streets, Syrian, whatever the sources of this violence, whatever its forms and justifications.<br />
2 -- Make a decision promptly and effectively to restore the army to sexual intercourse and lifting the siege on cities and towns and to and activating the principle of neutrality of the army before the internal political differences, and his return to the barracks to perform its job of protecting the homeland and the people, and ensure the unity of the country.<br />
3 -- Palm of the hands of security forces to intervene in the lives of citizens through the stop the prosecution of citizens, intellectuals and activists, and allow human rights organizations to operate effectively.<br />
4 -- To form a judicial commission of inquiry, independent and impartial, fair and transparent participation of representatives of organizations advocating for human rights in Syria, the disclosure of emitters of violence and practitioners have, and those responsible for the casualties (dead and injured), whether governmental or non-government, and bring them to justice and hold them accountable.<br />
5 -- Take the necessary measures to ensure the effective exercise of the right of peaceful assembly practice.<br />
6 -- The status of all places of detention and arrest of all security agencies under the direct supervision of the judicial scrutiny in the immediate complaints of torture practiced against the detainees and to allow the lawyers to contact their clients in all detention centers</p>
<p>7 -- Closure of political arrests and to release all political prisoners and prisoners of opinion and conscience, and all were arrested because of their participation gatherings peaceful conducted in different Syrian cities, unless he is charged with a recognizably criminal offense and brought to trial promptly and meet the criteria of a fair trial.<br />
8 -- The immediate disclosure of the fate of missing people.<br />
9 -- Ensuring basic rights and freedoms of human rights in Syria, through activation of a decree to cancel a state of emergency and martial law.<br />
10 -- The immediate cessation of all practices of the attack on peaceful demonstrators and innocent citizens, committed by the so-called (the People&#8217;s Committees), or (what is known Alshabeeha), given that the reaction of these elements, is outside the law which requires a referral to the judiciary and hold them for judging, and in holding all their supporters and funders of their activities, as elements in the group of violence, and is illegally licensed.<br />
11 – The Syrian authorities should stop the method of oppressive and excessive use of force, treatment which contributed to increasing deterioration in the situation and poor pension and deepen the crisis of community, did not contribute this way oppressive calm atmosphere and work to find the right solutions with the participation of the Syrians to the different affiliations and persuasions, these solutions would be a real guarantees for the maintenance of the unity of the Syrian society and to ensure a secure democratic future for all its citizens equally, without any exception.</p>

1 -- Immediately end the cycle of violence, murder and bloodshed in the streets, whatever the sources of this violence, whatever its forms and justifications.</p>
<p style="text-align: left;">&nbsp;</p>
<p style="text-align: left;">2 -- Make a quick decision to promptly and effectively withdraw army units to its bases, lift the siege on cities and towns, activate the principle of neutrality of the army regarding national political differences, and limiting its job to protecting the homeland and the people, and ensuring the unity of the country.<br />
3 -- Stop security forces from interfering with the daily life of citizens by stopping the prosecution of citizens, intellectuals and activists, and allowing human rights organisations to operate effectively.<br />
4 -- Form an independent, fair, transparent and  impartial judicial commission of inquiry,  with participation of representatives of organisations advocating human rights in Syria, to disclose those responsible for the atrocities whether they were government personnel or not, and bring them to justice and hold them accountable.<br />
5 -- Take the necessary measures to ensure the effective exercise of the right of peaceful assembly.<br />
6 -- Put all places of detention and arrest that belong to security agencies under the direct supervision of judicial scrutiny. Investigating complaints of torture practiced against the detainees and allowing lawyers to contact their clients at all detention centers.<br />
7 -- Stop political arrests, release all political prisoners and prisoners of opinion and conscience, and all who were arrested because of their participation in peaceful gatherings conducted in different Syrian cities, unless they are charged with  recognized criminal offenses and promptly brought to trial that meet the criteria of a fair trial.<br />
8 -- Disclose the fate of the missing immediately.<br />
9 -- Ensure that human rights in Syria are guaranteed, through activating the decree that cancelled the state of emergency and martial law.<br />
10 – Immediately end all the violent attacks against the peaceful demonstrators and innocent citizens committed by the so-called (the People&#8217;s Committees), or (what is known Shabbiha), given that the practices of these elements are unlawful which requires referring them to the judicial authority and holding them accountable, alongside with all their supporters and funders.<br />
11 – Stop oppressive practices and excessive use of force, which contributed to the increasingly deteriorating situation and poor life conditions and deepened the crisis of society. These practices did not help to calm the congested atmosphere and to find the right solutions with the participation of all Syrians regardless of their different affiliations and persuasions; these solutions would guarantee the unity of the Syrian society and secure a democratic future for all citizens without any exception.</p>

<p style="text-align: left;">meetings of the national dialogue to be held in Damascus on 10-11 of this month under the auspices of Syrian Vice President Farouk al-Shara<span id="more-3430"></span>The call for dialogue itself, is recognition of the legitimacy of the work of human rights organizations, which have long demanded LICENSED, those organizations derived their legitimate from the nation on the ground, which forced the authorities to recognize them. Noticing that the Syrian regime is the one that lost the legitimacy after being dropped by the Syrian revolution.</p>
<p style="text-align: left;">
My refusal to call for dialogue is not a rejection of the idea of dialogue, as the real rejection of dialogue was initiated by the Syrian regime that did not create the right environment for it, since I personally asked for the following from the first day:</p>
<p style="text-align: left;">-Withdraw the army from the cities and stop the killing and arrest.</p>
<p style="text-align: left;">-The release of political prisoners, including 11 thousand was arrested on the back of the demonstrations.<br />
-Allowing citizens to express their views and peaceful protest freely</p>
<p style="text-align: left;">-To bring the perpetrators and murderers of the elements of the security services and army and &#8220;Shabiha&#8221; to justice, which has not happened!</p>
<p style="text-align: left;">-And that the Syrian authorities also claim that it has issued orders not to fire on the demonstrators, without seeing the implementation of those orders on the ground then what is the use of dialogue with an authority that does not have the ability to control the course of stage?.</p>
<p style="text-align: left;">
Hence; if the authorities are really in control, and do issues orders to murder and torture, then we reject any dialogue with murderers!</p>
<p style="text-align: left;">
I hereby find the opportunity to clarify our positions on a number of issues raised in the recent period of different importance:</p>
<p style="text-align: left;">1 -- recent events have demonstrated beyond any doubt, that the Syrian president is directly responsible for the killing of innocent people and the hands supporting him are stained with the blood of the Syrian nation, so any dialogue must be based on stepping out of power.</p>
<p style="text-align: left;">
2- Reject any foreign military intervention of any kind in Syria, and with our peaceful revolution, and not to resort to revenge, and with my appreciation for the feelings of anger, I still urge everyone not to resort to any means of violence and continue to raise the banner of peaceful demonstrations, and that the courts of the UN and the national ones are the guarantee to the restitution and injustice to its people.</p>
<p style="text-align: left;">
3 – the rejection of sectarian slogans proclaimed by some people from all sides, and we call religious unification rhetoric and make their talk of the essence of a civilian surge away from any sectarian. The battle between tyranny and freedom.</p>
<p style="text-align: left;">
4 -- The unity of the Syrian territories is a sacred subject and not be discussed or addressed.</p>
<p style="text-align: left;">
5 -- I did not participate in the Paris Conference which was held recently due to prior commitments in Brussels.</p>
<p>6 -- After the experience of Syrian refugees in neighboring countries suffering some humiliation and torment, and with the appreciation of the suffering of our people displaced inside and outside Syria, we invite people to search for personal security within Syria, except those forced to, since they are the capital of this revolution and continuity. We call upon the rest of the Syrians to give help and safe haven for those fleeing from death and destruction.</p>

			<content:encoded><![CDATA[<p style="text-align: left;">The ITUC has once again denounced the appalling brutality of the increasingly violent repression in Syria and has expressed its solidarity with the general strike launched this weekend in the city of Hama<span id="more-3355"></span>.</p>
<p style="text-align: left;">According to the AFP and Reuters press agencies, residents of the city of Hama have, since Saturday, been staging a three-day general strike in tribute to the dozens of people killed by security forces during the demonstrations calling for democratic reforms.</p>
<p style="text-align: left;">&#8220;Week after week since the start of the protest movement against the dictatorial regime in Syria, the repression has been growing ever fiercer, showing absolutely total disrespect for human life,&#8221; said ITUC General Secretary Sharan Burrow.</p>
<p style="text-align: left;">&#8220;Braving the fear of mercilessly cruel repression, the population of the already martyr city of Hama have shown incredible courage by using the peaceful weapon of strike action. We would like them to hear our message of solidarity,&#8221; continued Sharan Burrow.</p>
<p style="text-align: left;">&#8220;The Syrian regime is turning a deaf ear both to the growing message of protest conveyed by people across the country and to international pressure and sanctions. In the face of this escalation in the unbridled violent repression, the international community must step up the pressure and sanctions against the regime, which will be held accountable for these acts, punishable by international law,&#8221; she added.</p>
<p style="text-align: left;">Hama, 210 km north of the capital Damascus, has been brought to a standstill. Even the shops are closed, according to witness reports gathered by AFP and Reuters. Over 60 people were reportedly killed in the repression of a protest bringing together over 50,000 people on Friday. On Saturday, over 10,000 people attended their funerals and another ten people in Hama were shot dead by security forces. The city of Hama had already, in 1982, been the scene of a massacre by the regime of Hafez al-Assad, in which 20,000 people were killed within 24 hours. On Sunday, at least another 28 lives were claimed by the repression in the north of the country. According to figures from NGOs, gathered by the United Nations, over 1,100 people have been killed since the start of the protests in mid March and thousands more have been arrested and tortured.</p>
<p style="text-align: left;">&#8220;The massacre must end and the iron shroud cloaking the country must be lifted. The international press as well as humanitarian and human rights organisations must be allowed to do their work there. The Syrian people’s desire for basic freedoms and social justice are legitimate and cannot be ignored,&#8221; concluded Sharan Burrow.</p>
